The shoulder line is the part where you hold the straps of a backpack, which is located about halfway between the neck and the shoulder joint. And if we talk about the location of the waistline it is at the belly button from where usually you measure the waist of your jeans or something.
The backpack must fit two inches above the shoulders and up to four inches below the shoulders and up to four inches below the waist. So the reason for adding two inches in the height measurement and width measurement is to produce the right number.
To find the width measurement of the back you have to look up a number of locations that will generate different results.
The hip muscle is the main part that is carrying the most weight which is why the backpack should be kept centered between the shoulder blades.
